CEI Positions

Senior Project Engineer
  • The Senior Project Engineer is the engineer in Responsible Charge of providing Construction Contract administration for one or more Construction Projects and is responsible for Signing and Sealing project As-builts. This person may supervise other Consultant employees and act as the lead Engineer for the Construction Engineering Inspection Services contract.
  • This individual is expected to direct highly complex and specialized construction engineering administration and inspection programs; collaborate and work with subordinate staff members to ensure the client’s satisfaction with the work product; manage the CEI Contract; develop and/or review policies, methods, practices, procedures, and programs for conformance with the Client’s standards.
  • Beyond project management, this individual is directly responsible for the professional development of the team members assigned to them and should possess the necessary skill set to guide these individuals to successfully achieve their advancement goals.

Required Qualifications and Certifications:

    • BS in Civil Engineering or related discipline
    • PE license in state of Florida (or if registered in another state, the ability to obtain registration from the State of Florida within six months of hire)
    • 10+ years of CEI experience on transportation projects serving as a project engineer, 2+ years of which must include major road and/or bridge construction projects, or 5+ of which must include major bridge construction projects. A master’s degree in engineering may be substituted for one (1) year engineering experience.
    • Must have the ability to direct highly complex and specialized construction administration and inspection programs

Project Administrator
  • A Project Administrator is responsible for the day-to day operations of a construction project and is expected to exercise initiative and independent judgment in foreseeing potential hurdles and/or timely overcoming unexpected circumstances to fulfill our promise of a quality project within the time and money goals of the client; directs and assigns specific tasks to inspectors and assists in all phases of the construction project; ensures completion of the progress and final estimates either directly or thru oversight of the CSS throughout the construction project duration; ensures compliance of Materials with contract requirements thru oversight of MAC or other tracking program; oversees compliance with project documentation requirements in PSSP or other document control software; works with The Engine Project Administrator er  to ensure compliance with procedures in providing Construction Contract administration for one or more construction projects.
  • This individual is expected to ensure the project is completed in compliance with the Contract and Construction Project Administration Manual working with the TEAM to review the work plan and eliminate obstacles and foster a positive environment for the successful completion of the project.

Required Qualifications and Certifications:

Contract Support Specialist
  • The Contract Support Specialist is responsible for reviewing and preparing project documentation to ensure compliance with Contract requirements and procedures as outlined in the Construction Project Administration Manual or similar clients handbook. This person is responsible for detailed record keeping and document preparation to support all time and money expenditures related to the project utilizing software such as Bentley View and Trimble Business Center – Heavy Construction Edition (HCE); preparing As-built drawings by collaborating with Senior Project Engineer for the project utilizing Bluebeam, Adobe Pro or other advanced PDF software; compiling data for progress and final estimates by collaborating with Inspectors throughout the project using Pay Item Tracking System and Site Manager on FDOT projects;  compiling and entering materials data into the Materials Acceptance and Certification (MAC) System on FDOT projects;  collaborating with Resident Compliance Specialist to ensure contractor compliance with Equal Employment Opportunity, Disadvantaged Business Enterprises and On the Job Training requirements in the contract; preparing and processing Construction Contract changes thru collaboration with Project Administrators; and ensuring completeness of project documentation in Project Solve as required by E-Construction.
  • This individual is expected to exercise independent judgment in planning work details and making technical decisions related to the office aspects of the project,  be familiar with the Department’s Procedures covering the project related duties as stated above, collaborate with other Team members including the Contractor, Client and Designer to ensure complete and accurate deliverables and be proficient in the computer programs necessary to perform these duties. This position is heavily dependent on technology; therefore, a good candidate must be comfortable working with computers and learning and communicating new technological advances.

  • A High School diploma or equivalent and four (4) years of road & bridge construction engineering inspection (CEI) experience or a Civil Engineering Degree

Senior Inspector
  • The Senior Inspector is responsible for performing highly complex technical assignments in field surveying and construction layout; making, checking and properly documenting engineering computations; communicating and coordinating with the Contractor and Quality Control inspectors to ensure all required activities are covered; inspecting and documenting construction work activities including data entry into Site Manager; coordinating and conducting field testing as needed including data entry into MAC; coordinating and managing other inspectors to ensure all the contractor’s activities are covered. Work is performed under the general supervision of the Project Administrator and in cooperation with the Contract Support Specialist and Resident Compliance Specialist.
  • This individual is expected to exercise independent judgement and collaborate with other team members including the Contractor to eliminate obstacles and create an environment that allows for the team to deliver on a quality project within the time and money goals. With the requirements of E-Construction, this person must be able to work with computers and handheld electronic devices and be comfortable working in Department software programs such as PrC MAC and Project Solve as well as Word, Excel and PDF writers. Creative is at the forefront of the technological push and needs team members that are willing and able to adapt and embrace innovative methods of documenting our engineering and inspection deliverables.

Resident Compliance Specialist

The Resident Compliance Specialist is responsible for establishing and maintaining records and files to document adherence to Federal and State rules and regulations concerning the compliance program on multiple projects. This role prepares correspondence to contractors and Departmental personnel with regards to the state of compliance, as directed by Departmental procedures and/or directives released by the District Contract Compliance Manager (DCCM).

  • Make presentations at preconstruction conferences to inform contractors of their obligations relating to EEO/DBE/OJT, Davis Bacon, and associate Federal rules and regulations.
  • Promotes effective communication with contractors to ensure good exchange of information and timely submittals.
  • Reviews the Daily Work Reports (DWR) for all active construction projects in the district.
  • Analyzes the content of each DWR to determine the status of active contractors.
  • Verifies contractor’s payrolls for format, classification, pay, and timely submittal. When field interviews are received from project personnel, they verify information against payrolls. Issues noncompliance notices to contractors for incorrect classification, pay scales, etc.
  • Establishes and maintains files for payrolls and labor interviews; Prepares for submission to appropriate offices; coordinates with project personnel.
  • Establishes and maintains all documents related to the On-the-Job Training Program; Checks personnel action forms to see if they comply with training guide schedule; Travels to project sites to interview training candidates as outlined in Compliance Reference Guide; Verifies Monthly Time Reports against payrolls and reports inconsistencies and ensures timely submission of the Monthly Time Reports.
  • As directed by the DCCM, will actively engage with project personnel to ensure adherence to Federal and State rules and regulations.

Required Qualifications and Certifications:

  • Education: High School Diploma or General Education certificate
  • Experience: Two years of experience in the area of EEO/AA/DBE/OJT, the highway construction field or administration.
  • Other: Valid Driver’s License with acceptable MVR
  • Must demonstrate the ability to monitor goal achievement; On-the-Job training requirement; DBE oversight to the extent mandated; wage rate, payroll verification, and overall labor compliance provisions. Strong have strong organizational skills and communication skills.
Environmental Compliance Specialist

The Environmental Specialist works directly with the client to monitor all upcoming, active and closed construction projects in the District for compliance with the contract requirements and applicable permits including ensuring proper permits are pulled, maintained and closed throughout the life of the project. This individual is responsible for preparing and delivering project specific presentations regarding environmental concerns including protected species that may be encountered; conducting inspections of active projects to ensure necessary devices are installed to adequately protect Florida’s ecosystem from contamination; communicating and coordinating with project staff to schedule and respond to inspections and their results or reported events such as spills or plumes; and working with permitting agencies in a proactive approach to environmental monitoring.

  • Act as the primary leader of subcontractors and field forces on a job site
